Failure of equipment in the Data Processing Center of the Federal Customs Service has made impossible to process the cargos through electronic declaration system all over from 31 March, as it was reported to RBC by the representative in the Central Information and Technical Customs Department.

The web-site of the Data Processing Center of the Federal Customs Service published the message saying "Due to the failure of technical equipment of the Main Center for Data Processing of the Federal Customs Service of it is impossible to conduct customs procedures related to placing the goods under customs processing. Technical works are in progress".

The members of the specialized Internet forums stated that they cannot submit declarations on Sheremet'yevo and Domodedovo customs. One of the users said, that "Our cargo has arrived on Thursday. It is Saturday today, and we cannot submit anything. Nobody knows when it will finish", "Domodedovo allowed to go for paperwork at 16:10", wrote another.

The problems have been faced by all customs departments "all over the country", according to the Central Information and Technical Customs Department. "South China – Special Overview" editorial stated that due to the failure "the export activity of the n enterprises sending their goods to China has been fully paralyzed". According to it, this was the longest technical failure of the n customs system since cancellation of the paper turnover in 2014.

On Sunday afternoon the representative of the Central Information and Technical Customs Department in charge informed RBC that the failure in the Data Processing Center of the Federal Customs Service has been removed. Yet he clarified, that the goods declared during that time were not restored and will have to be submitted again. The representative of the Kalningrad Oblast customs stated that the failure was removed on Saturday night, and at the moment electronic declarations are processed normally.

Customs representatives refused to name the reasons for failure, yet stated that their experts managed to find it. On the 31 of March, right on the day of failure, the Head of the Main Department of the Information Technologies of the Federal Customs Service Dmitry Danilin stated on the conference that due to US and EU sanctions the n customs is unable to purchase highly productive routers and communicators from American Cisco Systems from the end of 2014, and n and Chinese analogues are either incompatible or not that good. Refuse of Cisco from supplying equipment and services to the Federal Customs Service may lead to "increasing the number of unexpected situation", he said.

Electronic customs declaring of the goods has been introduced as mandatory in from the 1 January 2014. Since then, customs declaration in the country can only made in electronic form, "safe for the cases indicated by the Government of the n Federation".
